Canada – Updated pesticide chemistry verification process and work plan

The Pest Management Regulatory Agency (PMRA) is modernizing its pesticide review process through the implementation of a continuous oversight model. As part of this process modernization effort, the PMRA’s approach for verifying product chemistry information of technical grade active ingredient products is updated.

Verifying product chemistry as part of continuous oversight is an important component for ensuring that health and environmental risk assessments are relying on the best available chemistry information. This initiative will contribute to improved monitoring of pesticide active ingredients to confirm they are being manufactured consistent with approved specifications and methods. It will also ensure that the PMRA’s chemistry review is up-to-date when an active undergoes re-evaluation, resulting in more timely decisions.

To provide registrants with advance notice of when their active ingredients will be subject to chemistry verification and to keep other interested stakeholders informed, the PMRA is maintaining a transparent five-year chemistry verification work plan, which will be updated annually. Footnote 1

Through this updated process, chemistry verification for each active ingredient is expected to occur at least every 10 years, with the flexibility to require chemistry verification sooner when warranted. For example:

When actives or sources are known to contain impurities or contaminants of health or environmental concern;
When the PMRA becomes aware of a potential issue that requires further assessment;
When there is a history of discrepancies in specifications for certain actives or sources.

Registrants will be requested to submit listed chemistry information regarding their active ingredient, including quality control data, description of the current manufacturing process and up-to-date product specification form. When needed, the PMRA will request additional GLP-compliant chemistry batch data and/or impurity of concern data to support continued registration.

If the chemistry verification determines that the product composition is not within approved specifications, or the manufacturing process has changed without proper reporting, Health Canada may consider appropriate compliance and enforcement actions.
