The following is issued on behalf of the Legislative Council Secretariat:

The Legislative Council (LegCo) Panel on Welfare Services visited the Children’s Residential Home (CRH) of the Hong Kong Society for the Protection of Children (HKSPC) today (September 28) to learn about the operation of the CRH after the implementation of its reform project and the conditions of children under residential care.

Members first received briefings by the Superintendent of the CRH, Ms Loretta Cheung, and the Project Manager of the CRH reform project, Ms Bessie Ho, on the current operation of the CRH and the progress of the reform project since its launch in March 2022.

Members then observed the facilities and environment of the CRH to gain a better understanding of the conditions of children under residential care and the manning ratio of the CRH’s staff. Meanwhile, Members met with representatives of the HKSPC and the Council of Non-profit Making Organizations for Pre-primary Education to exchange views on strengthening the residential child care services, establishing effective monitoring mechanism and raising the awareness of staff on protecting children from being abused.

A total of 11 members and non-members of the Panel on Welfare Services attended the visit.
