LegCo to debate proposed resolution to amend Rules of Procedure moved under Article 75 of Basic Law

The following is issued on behalf of the Legislative Council Secretariat:

     The Legislative Council (LegCo) will hold a meeting on Wednesday (July 14) at 11am in the Chamber of the LegCo Complex. During the meeting, Members will debate a proposed resolution moved under Article 75 of the Basic Law of the Hong Kong Special Administrative Region of the People’s Republic of China to amend the Rules of Procedure of the Legislative Council. The proposed resolution, moved by Mr Paul Tse, is set out in Appendix 1.

     On Government’s bills, the Legal Practitioners (Amendment) Bill 2021, the Sale of Goods (United Nations Convention) Bill, the Landlord and Tenant (Consolidation) (Amendment) Bill 2021, the Telecommunications (Amendment) Bill 2021, the Mandatory Provident Fund Schemes (Amendment) Bill 2021 and the Dangerous Goods (Miscellaneous Amendments) Bill 2021 will be introduced into the Council for the First Reading and the Second Reading. The Second Reading debate on the Bills will be adjourned.

     Meanwhile, the Second Reading debate on the Open University of Hong Kong (Amendment) Bill 2021 will resume. If the Bill is supported by Members and receives its Second Reading, it will stand committed to the committee of the whole Council. After the committee of the whole Council has completed consideration of the Bill and its report is adopted by the Council, the Bill will be set down for the Third Reading.

     On other Members’ motions, Mr Holden Chow, Mr Chan Chun-ying and Dr Chiang Lai-wan will move three separate proposed resolutions under section 34(4) of the Interpretation and General Clauses Ordinance to extend the period for amending subsidiary legislations.  The proposed resolutions are set out in Appendices 2-4 respectively.

     Mr Holden Chow will move a motion on commencing a new phase in Hong Kong’s development of re-industrialization. The motion is set out in Appendix 5. Mr Jimmy Ng will move an amendment to Mr Holden Chow’s motion.

     Mr Tony Tse will move a motion on reforming the housing policy to resolve the housing problem. The motion is set out in Appendix 6. Mr Wilson Or and Mr Kwok Wai-keung will move separate amendments to Mr Tony Tse’s motion.

     During the meeting, Chairman of the Public Accounts Committee, Mr Abraham Shek; and Chairman of the Finance Committee, Mr Chan Kin-por, will present the “Report of the Public Accounts Committee on Report No. 76 of the Director of Audit on the Results of Value for Money Audits” and the “Finance Committee Report on the examination of the Estimates of Expenditure 2021-2022” respectively. They will address the Council on the Reports.

     Members will also ask the Government 22 questions on various policy areas, six of which require oral replies.
